I disagree, because sometimes quantity is better than quality... since you know those famous hacks like Sonic 1: Next Level, Metal Sonic Rebooted, and any other hack with a new overhaul of art get their praise because of the amount of content and changes they have not because on how well they are put together.

another reason would be that some elements can't really be viewed from a qualitative standpoint, since those elements are only numbers and nothing more. Good examples would include income size, fanbase size, population size, and etc..
